2022 Electricity Subsidy Measure

CEM fully supports the 2022 electricity subsidy relief measure introduced by the Macau SAR Government. The subsidy scheme is divided into two categories of “Households” (i.e., Residential Customers) and “Business Establishments” with MOP300 subsidy and MOP3,000 subsidy per month respectively. The subsidy distribution period will be during the billing months of June through November 2022, a total of six months. Unused subsidies during the distribution period can be used within the billing months of December 2022 through May 2023 with the same monthly capped amount. After the subsidy usage period, any unused balance of electricity subsidy will be automatically discarded. In addition, for the cancellation or name change of power supply contracts during this period, the accumulated unused balance of the electricity subsidy will also be automatically discarded. A total of more than 270,000 customers will benefit from the “2022 Electricity Subsidy Measure for Households and Business Establishments”, covering 98% of the total customers.

Beneficiaries under the residential customer category are the ones currently enjoying the MOP200 “Government Subsidy” per month. This subsidy measure will subsidize each customer with a monthly subsidy of MOP300. The scope of subsidy covers the electricity fees of the month, including the four components which are demand, consumption, tariff clause adjustment and government tax, whereas other fees such as late payment charge, etc. are not covered. The subsidies will be distributed in the following order: 1) MOP200 “Government Subsidy” of the month, 2) MOP300 “2022 Electricity Subsidy for Household”.

In terms of business establishments, the subsidy scheme will cover all business establishments, except for the power supply contracts for casinos, three-star or above rating hotels and government departments. This subsidy measure will subsidize each customer with a monthly subsidy of MOP3,000. The scope of subsidy for Tariff Group A customers covers the electricity fees of the month, including the four components which are demand, consumption, tariff clause adjustment and government tax, while the scope of subsidy for Tariff Group B and C customers covers demand, active and reactive energy, tariff clause adjustment and government tax. The subsidies will be distributed in the following order: 1) Exemption from reactive energy charges (if any), 2) Storefront Advertising Support Program (if any); 3) MOP3,000 “2022 Electricity Subsidy for Business”.

As the subsidy period is calculated based on “billing month”, each customer has a different subsidy starting date each month, which means that it does not consistently commence on the first day of each month. Moreover, since the monthly subsidy is for paying the electricity fees of the month, estimated bill should be avoided. If you receive an estimated bill, please contact CEM to report self-reading or make an appointment for meter reading in order to adjust the subsidy amount based on the actual electricity consumption. The subsidy amount will be indicated in the bill as “2022 Elec. Sub. for Households” and “2022 Elec. Sub. for Businesses”. Citizens need to pay attention to the mentioned arrangements. CEM has well prepared for the detailed arrangements of the subsidy. CEM also calls on citizens to keep maintaining good electricity consumption habits and not waste energy.
