CEM Application Service - Online Property Registration Report/Business Registration
Terms & Conditions
1. Terms of Use
1-1. CEM application service for online Property Registration Report ("PRR") or Business Registration ("BR") is only eligible for CEM applications registered through CEM e-Service Sites.
1-2. Upon completion of report application and payment process, the PRR or BR will not be displayed on CEM e-Service Sites instantly, but will be used for verification purpose only for CEM online applications. If User would like to obtain an electronic copy of the report, User can submit a valid email address during the report application process. Once related application has been completed, CEM will send the electronic report to User via email. The entire application process takes 3 working days.
2. Payment
2-1. Payment for online PRR or BR applications is currently available through M-pay (MacauPass Wallet) and UnionPay Credit card or Debit card.
2-2. The application fee for online PRR and BR is MOP10 and MOP20 respectively.
2-3. CEM is only obtaining the online PRR or BR on behalf of User's request. Application fees retrieved through the online report service will be fully handed over to Land & Property Registry Office and Commercial & Movable Assets Registry Office.
2-4. Correlated to clause 2-3, once the online report application and payment are confirmed, User cannot request for further amendments, cancellation or refund.
2-5. During the online PRR or BR application, in case of any information incorrectly submitted (for instance, address, contact number, name of the business or company, personal information, etc.) that creates faulty address or inconsistency information between the online report and the applied address submitted to CEM, User has to re-apply or submit an accurate PRR or BR for CEM application. Otherwise, it will be considered as lacking of documentation and it may affect the related application and approval process. CEM application is also non-refundable.
3. Service Liability
3-1. Correlated to clause 2-1, all payment information are submitted to designated payment platforms. CEM is not authorized to retrieve any information that User submitted for payment, for instance, account information, transaction password, etc. CEM will not be liable for any information losses, transaction issues, or any other losses created.
3-2. CEM will not be liable for losses to User or any third party regarding the use of the online service application, including any of the followings:
a. CEM e-Service Sites encounter operational malfunction, failure, or suspension.
b. The communication network supporting CEM e-Service Sites is interrupted, delayed or terminated, resulting in any delay, unsuccessful, lost or error in data transaction through the Internet.
c. Any damage to the network, computer, mediator, device or other equipment's hardware or software of User or third party when using this online service.
3-3. CEM reserves the right to modify, delete, temporarily or permanently suspend part or the entire online application service at any time without prior notice. CEM will not be liable for any losses created to the User or third party as a result of the mentioned situations.

5. Unlawful or Prohibited Use
As a condition of the use of CEM e-Service Site/Service(s) , the User will not be able to use CEM Online Property Registration Report/Business Registration Application Service for any purpose that is unlawful or prohibited by these terms, conditions, and notices. The User cannot use CEM Online Property Registration Report/Business Registration Application Service in any manner that can damage, disable, overburden, or impair any CEM e-Service Site/Service(s) (or the network(s) connected to any CEM e-Service Site/Service(s)) or interfere with any other party's use and enjoyment of any CEM Online Property Registration Report/Business Registration Application Service. The User cannot attempt to gain unauthorized access to any CEM e-Service Site/Service(s), other accounts, computer systems or network(s) connected to any CEM e-Service Site/Service(s), through hacking, password mining or any other means. The User cannot obtain or attempt to obtain any materials or information through any means not intentionally made available through CEM e-Service Sites/Service(s).
6. Governing Law & Jurisdiction
These Terms and Conditions are subject to the laws in force in the Macau Special Administrative Region. Any disputes arising out from the use of the online application service for PRR and BR will be submitted to the exclusive jurisdiction of the courts of the Macau Special Administrative Region.
