CEM organizes Experience Sharing Workshop on safety management systems with contractors

To celebrate the World Day for Safety and Health at Work, CEM hosted an Experience Sharing Workshop with contractors at its headquarters on 4 May, 2012, aiming at enhancing their knowledge and partition experiences on safety management systems implementation. Over 60 participants representing major contractors of CEM attended the Workshop.

Mr. Chui Ka Shing, Senior Officer of the Occupational Health & Safety Department of Labor Affairs Bureau kicked off the Workshop. Panel of speakers included, Mr. Kelvin Kou, CEM’s Safety Engineer who shared about ‘CEM’s Safety Requirement and How to Monitor Site Work’, Mr. Yuen Cheung Po, Tyco Fire, Security and Services Safety Officer, Mr. Dick Tak, Zenith Engineering Limited Safety Supervisor, and Mr. Mak Soi Kun, Managing Director of Sociedade de Engenharia Soi Kun, Lda. These three contractors were either the winners of CEM Safety and Health Excellence Awards in previous years, or stands to have long-term working relationships with CEM. Edmond Etchri, CEM Safety, Health, Environment and Quality Office Senior Manager referred in his closing speech that ‘Promoting safe behavior at work is a critical part of our Company’s management of health and safety because behavior turns systems and procedures into reality. The ultimate goal for every enterprise should be to have “zero accidents”. This goal provides the incentive to achieve the best possible performance and ensures continuous vigilance towards greater safety. We care for our employees and also our contractor partners. We would like to share with them our goal of zero work accidents. Therefore, we are organizing this workshop today helping both CEM and our contractors to move towards the same direction and grow together.’

Over the years, CEM expanded its activities steadily to promote occupational health and safety internally in order to achieve the ultimate target of zero work accidents. Measures such as ‘Tools-Bok Talks’ (TBT) for the operational departments and front-line staff, and safety quizzes are regularly conducted to enhance the staff awareness on safety and health issues. Through these measures CEM employees have become more conscious about the issue and take proactive initiatives to promote safety in the workplace. Just in the last two years the number of TBT increased from 40 to 2185 annually, and near misses reported by the employees increased from 185 to 603. Consolidating the results of the Safety First Campaign launched in 2010, with the involvement of over 600 employees from all departments, CEM’s safety culture has been consistently improving. In the past decade, CEM achieved an outstanding 75% improvement in its Safety Index.

Since 2008, CEM has created the Safety and Health Excellence Awards to recognize outstanding performances of contractors and suppliers. CEM was the first public utility company in Macao to establish such kind of awards. Started from 2011, without prior notice, a work team from CEM organized site inspections in the contractors’ sites, enforcing their work behaviors and safety awareness.

In 2012, CEM established for the first time that contractors should strictly comply with the Injury Frequency Rate (IFR) and Injury Severity Rate (ISR) standards. These guidelines allow CEM to know how contractors manage their practices in these areas. In fact, CEM always evaluates the service performance of the contractors for future reference. Results of the evaluations have shown to be quite satisfactory.
