In line with the Macao SAR Government’s 3^rd Five-Year Plan and urban renewal policies, Companhia de Electricidade de Macau - CEM, S.A. (CEM) continues to upgrade community power infrastructure, while deepening the "Safety Upgrade Subsidy Program for Communal Electrical Installations in Aging Buildings" and actively promoting electrical safety awareness in the community to construct a comprehensive safety net for power supply and usage across Macao.

There are currently a significant number of buildings in Macao that are over 30 years old. Communal electrical installations in some of these buildings lack maintenance and suffer from severe aging. Combined with a lack of electrical safety awareness among some residents, this poses potential safety hazards. To further assist Macao residents in building a safety barrier, CEM negotiated with the Macao SAR Government, leading CEM shareholders to contribute an additional MOP30 million in 2026 to launch a new round of the "Safety Upgrade Subsidy Program for Communal Electrical Installations in Aging Buildings". Priority will be given to low-lying areas affected by flooding and residential buildings over 30 years old across Macao.

CEM’s professional team conducts evaluations and planning tailored to the specific conditions of each building. Where needed, they replace main low-voltage switchboards, main switch boxes and other facilities, reroute cabling and elevate the position of electrical installations to effectively lower the risk of flood damage. To ease the financial burden on residents, CEM provides a subsidy rate of over 80%, with each unit owner paying only MOP1,000. CEM handles full professional oversight, from design and supervision to final acceptance, providing residents with peace of mind. As of 28 August, over half of the owners in 72 buildings have submitted consent forms; upgrades have been completed in 2 of these buildings, and construction is underway in 4 others.

Concurrently, CEM continues its power inspection work for buildings across Macao, establishing an inspection database covering over 90% of the territory's building power supply installations. CEM is also developing a health index system for building electrical installations and formulating the Technical Guidelines for Electrical Installation Maintenance, establishing unified maintenance standards and safety rating criteria for communal electrical installations in Macao's buildings. In response to summer peak electricity demand and typhoon season, CEM has teamed up with various government departments to inspect aging buildings in the Northern District and areas around Avenida de Almeida Ribeiro in the Central District. The teams focus on inspecting communal electrical facilities and structural integrity to identify and assess potential risks early, repairing facilities based on priority to support steady urban renewal.

To raise electrical safety awareness among residents, CEM actively fulfils its social responsibility by building a comprehensive educational network. Since 2025, CEM has partnered with the Fire Services Bureau and local associations to host thematic seminars on electrical safety for residential customers, property management staff, non-resident workers, foreign nationals, the hearing-impaired, and commerce associations, reaching over 2,500 participants. Besides, CEM shares electrical safety knowledge with youth through engaging activities like "Energizing Tour" and electric cooking classes. Additionally, CEM collaborates with the Housing Bureau to provide inspection of household electrical installations for the elderly living in social housing units while promoting safe electricity habits.

CEM extensively leverages diverse media channels to disseminate electrical safety information, regularly publishing content through TV commercials, radio broadcasts, bus TV, food delivery platforms, social media, and its quarterly newsletter “LINK”. During seminars or inspections, CEM distributes posters, leaflets or promotional souvenirs printed with electrical safety information, integrating a "prevention first" safety concept into residents' daily lives.

Looking ahead, CEM will continue to uphold the principle of "Safety First, Prevention Paramount," actively align with the Macao SAR Government’s safety deployments and work closely with communities and residents to solidify Macao's electrical safety defense line, contributing to the vision of a "Happy Macao."
