CEM and CABR Institute of Building Fire Research Sign Strategic Cooperation Agreement to Deepen Collaboration on Electrical Fire Safety

Companhia de Electricidade de Macau – CEM, S.A. (CEM) and the Institute of Building Fire Research of China Academy of Building Research (CABR Institute of Building Fire Research) officially signed a “Strategic Cooperation Agreement” in Beijing on 22 June, marking a new chapter in collaboration between the two parties. Under the agreement, both parties will cooperate across areas including standards development, joint research and technological breakthroughs, engineering consultancy and services, and strategic emerging industries. The agreement was signed by Hellen Lok, Director of Human Resources and Sustainability Department of CEM, and Liu Songtao, Deputy Director of CABR Institute of Building Fire Research, on behalf of their respective organisations. The signing was witnessed by Benjamin Yue, Principal Advisor to the Executive Committee of CEM, and Liu Wenli, Deputy Director of CABR Institute of Building Fire Research. Chris Chao, Director of Customer Services Department of CEM, also attended the ceremony.
Benjamin Yue stated that electrical safety is a cornerstone of urban public safety, and that CEM has always regarded safe operations as a matter of paramount importance. This collaboration aims to deeply integrate CEM’s operational expertise in power supply with CABR Institute of Building Fire Research’s strengths in research and standards, contributing to the enhancement of fire safety standards in power systems and safeguarding Macao’s electrical safety and sustainable development of energy.
This year marks the inaugural year of China’s 15th Five-Year Plan, with the concept of “energy powerhouse” being incorporated into a national five-year plan for the first time, while the development of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) enters a new phase. Macao’s 3rd Five-Year Plan is also launching in tandem. As a core city of the GBA, Macao is actively integrating into the national development agenda and advancing its green and low-carbon transition. The stable and secure operation of power systems is critical to urban functioning, people's livelihoods, and the broader energy strategy. As large-scale renewable energy integration, energy storage facilities, and charging networks are rapidly deployed, fire safety in power systems faces new challenges. The cooperation between CEM and the CABR Institute of Building Fire Research not only provides robust technical support for CEM’s work in assisting the Macao SAR Government with urban renewal and improving electrical safety in residential buildings but also represents an important initiative in supporting the high-quality development of the GBA. Through this partnership, both parties will deepen collaborative innovation in the field of electrical fire safety, continuously driving Macao’s energy security and sustainable development forward.
