CEM Promotes Low-Carbon Transformation in Various Aspects to Align with National "Dual Carbon" Goals

To actively align with the national "dual carbon" goals and the Macao SAR Government’s "Long-term Decarbonization Strategy", Companhia de Electricidade de Macau - CEM, S.A. (CEM) continues to deepen the green transformation of local energy. Through green infrastructure upgrades, cross-sector business collaborations, and community-wide low-carbon promotions, CEM has fully integrated green and low-carbon concepts into Macao’s infrastructure and social systems, helping Macao build a green, low-carbon city.


In terms of infrastructure development, CEM actively promotes energy conservation and emission reduction, utilizing renewable energy to develop multiple photovoltaic (PV) power generation projects. Among them, the Tai On Substation located in New Urban Zone A features solar PV panels equipped with a "solar tracking system," which is expected to generate 150,000 kWh of electricity annually. The PV system on the roof of the CEM Building has also been installed, reducing approximately 10 metric tons of carbon emissions per year. In addition, CEM is fully striving for "Green Building Certification" and installing PV systems for new projects such as the Barra Substation and the Macao Power Plant Substation, etc. Concurrently, CEM is pushing forward a "floating PV system" project at the Coloane Power Station reservoir to offset part of the electricity consumption required of the power generation process. On the other hand, CEM also subsidizes local schools to install small-scale rooftop PV systems, assisting them in conducting science popularization education activities in the field of solar power and energy storage.


Furthermore, CEM has established a PV expert team with core design capabilities to provide feasibility analysis and professional technical advice for customers interested in installing PV systems. The team has served a diverse range of customers, including the Macao SAR Government, industrial and commercial enterprises, gaming enterprises, and schools, etc. Currently, 12 solar PV systems have been connected to the grid in Macao, producing over 6 million kWh of green energy over the years.


Regarding the promotion of green cooperation, CEM actively plays the role of a bridge. It has successively signed Memorandums of Understanding (MoUs) with China Southern Power Grid International and Macao’s six integrated resort and leisure enterprises to jointly promote the widespread application of green energy in Macao. Last year, CEM signed an agreement with Three Gorges New Energy (Wuwei) Power Generation Co., Ltd. to purchase 2,250 Green Electricity Certificates (GECs), corresponding to 2.25 million kWh of clean electricity, to offset the carbon emissions from the self-use electricity of the CEM Building, taking practical action to decarbonize corporate operations. In addition, CEM is cooperating with the government's energy policy to study green electricity and GEC mechanisms, exploring ways to increase the proportion of clean energy in the electricity imported to Macao.


CEM also actively assists commercial customers in improving energy efficiency. It has signed a MoU with Bank of China (Macau) Limited, Banco Nacional Ultramarino, S.A. (BNU), and Institute for the Development and Quality, Macau (IDQ). Notably, CEM and IDQ jointly formulated the energy audit certification plan, to provide customers with professional consultancy services for enhancing energy efficiency. With the support of the two banks, low-interest loans are provided to customers who have completed energy audits and implementing energy-saving solutions. Through this "technology + finance" cross-sector collaboration model, customers are assisted in more effectively implementing energy-saving and carbon-reduction measures.


In response to the National Event on the Environment Day, 5 June 2026, and Beautiful China Promotion Week, CEM and the Environmental Protection Bureau (DSPA) continue to co-organize the "Macao Energy Saving Activity - 5% Energy Saving Action" lucky draw. This initiative encourages Macao residents to practice energy-saving knowledge and utilize energy-saving methods in their daily lives. Residential users in Macao who save 5% or more electricity from July to October this year compared to the same period last year can enter the lucky draw upon registration. Since its launch in 2009, the activity has cumulatively saved over 400 million kWh of electricity and reduced over 180 million kilograms of carbon emissions, equivalent to planting approximately 8 million trees.
 

Looking ahead, CEM will continue to deepen the synergistic effects of various low-carbon projects, strengthen cooperation with all sectors of society, and work together to drive Macao toward the "dual carbon" goals. This will contribute to building a green and sustainable urban environment, supporting the vision of a Beautiful Bay Area and a Beautiful China.
