CEM Urges Public to Maintain High Vigilance Against Fraudulent Electricity Bill Payment SMS Messages
Macau, 12 May 2026
In view of the recent discovery of scammers impersonating Companhia de Electricidade de Macau (CEM) to send fraudulent “electricity bill payment” SMS messages, in an attempt to deceive citizens into clicking phishing links to steal personal and credit card information. CEM immediately reported the matter to the government’s Cybersecurity Center on the day it became aware of the incident. Warning messages were subsequently released via platforms such as CEM’s Facebook, Instagram, WeChat, official website, and the CEM APP to issue a clarification. Furthermore, CEM promptly updated the front-end announcements of its telephone inquiry system to ensure that every citizen who calls can obtain accurate information immediately, thereby eliminating unnecessary panic and doubt. CEM hereby reminds all citizens again to maintain high vigilance and refrain from clicking any suspicious SMS links.
CEM reaffirms that all SMS messages issued by CEM, including those regarding “payment notices”, “application procedures”, or “inspection processes”, do not contain any web links. Furthermore, CEM will never request customers to provide personal or financial information through SMS links, nor will CEM ever require customers to click a link to directly enter credit card numbers.
CEM urges citizens to remember the “Two Don’ts and One Verification” principle upon receiving suspicious SMS messages:
Customers may query electricity account information at any time via the CEM official website (www.cem-macau.com), the CEM APP, or the WeChat official account. If you suspect fraud or receive a suspicious message, please contact the CEM Info Line at 2833 9911 immediately for confirmation, or report to the Judiciary Police. CEM also encourages citizens to share this information to family and friends, especially the elderly, to help them avoid fraudulent traps and take precautions before harm occurs.
