DSAL, DSPA and CEM Hold Joint Meeting Focused on Power Industry Talent Training and Improvement of Technical Safety Standards

The Labour Affairs Bureau (DSAL), Environmental Protection Bureau (DSPA), and Companhia de Electricidade de Macau – CEM, S.A. (CEM) held a joint meeting recently at the CEM Training Center. The meeting delved into topics such as the training and development of electrical technicians and evaluation of skilled talent, aiming to integrate resources and optimize training systems to support the professionalization and standardization of Macau’s power industry.

Bernie Leong, Chairman of CEM Executive Committee, welcomed representatives from the two bureaus at the meeting. He stated that safety and talent reserves are the core of the power industry. To fulfil the relevant obligations and requirements of the electricity concession contract, it is necessary to continuously strengthen relevant training efforts within the industry. He also expressed the hope to gradually promote a “working with certification” system to enhance the overall safety standards in the industry.

In terms of talent cultivation, Chan Un Tong, Director of the DSAL, pointed out that in the future, various types of electrical training courses and certifications will continue to be offered to support industry workers in improving their skills. He added that the bureau will work with CEM to optimize the current “Certification Course for Electrical Technicians,” aligning its content more closely with practical industry needs. Additionally, the bureau will strengthen its cooperation with CEM to explore the feasibility of youth training programs, providing more employment opportunities for Macau’s youth. The three parties reviewed the implementation status of current training and internship programs and exchanged views on cooperation in the evaluation of skilled talent.

Regarding the development of new energy, Ip Kuong Lam, Director of the DSPA, stated that as the pace of new energy and low-carbon transition accelerates, efforts will continue to promote the construction of new energy facilities and related professional skills training. This includes enhancing the professional capabilities of technicians to support Macau’s green, low-carbon, and sustainable development, in alignment with the national “dual carbon” goals.

In terms of promoting industry standardization, it was mentioned at the meeting that, to further enhance the professional level and safety responsibility of electrical technicians and contractors, the three parties discussed establishing a skill talent evaluation system for Macau. This system would align with local realities while connecting with the standards of the Greater Bay Area, contributing to the integrated development of technical standards in the region. The three parties agreed that strengthening the professional capabilities and safety training of technicians can significantly reduce the risk of power-related accidents, protect citizens’ lives and property, improve the overall technical level of the industry, and enhance power supply reliability.

The meeting responded to the Macau SAR Government’s long-term talent development plans, aligning with the moderately diversified economic development plan, which includes building a professional technical talent system. This will help promote alignment with the standards of the Greater Bay Area, strengthen vocational safety education, and create a safe, green, and sustainable urban environment.

Participants in the meeting also included Horry Hui, Deputy Director of DSPA; Andy Lei, Acting Head of Development and Management of the Energy Sector Department of DSPA; Cheung Wai, Head of Vocational Training Department of DSAL; Fong Keang Kin, Senior Technician of DSAL; Cheang Wai I, Technician of DSAL; as well as Chris Chao, Director of CEM Customer Services Department; Hellen Lok, Director of CEM Human Resources and Sustainability Department;  Jane Leong, Director of CEM Transmission and Distribution Department (Business Development); Sin Ka Man, Senior Manager of Metering and Billing Management Unit of CEM Customer Services Department; Kevin Lei, Senior Manager of Network Strategy and Policy Unit of CEM Transmission and Distribution Department; and Sandra Liu, Person-in-charge of Employee Relations and Talent Management Unit of CEM Human Resources and Sustainability Department, among others.
