MABCD and CEM jointly organize seminar to explore innovations in green energy and low-carbon buildings
Macau, 10 April 2026
In response to the national "Dual Carbon" targets and to promote the widespread adoption of green energy within the local construction industry, the Macau Association of Building Contractors and Developers (MABCD) and Companhia de Electricidade de Macau - CEM, S.A. (CEM) recently co-organized a seminar titled "Innovation and Development of Green Energy in Construction under the Dual Carbon Goals." The seminar, held at the Ho Yin Memorial Hall on the fourth floor of the Macau Chamber of Commerce, attracted nearly two hundred representatives from various departments of Macau SAR Government, public utilities, integrated resorts, and the construction industry. The seminar invited professionals from the construction sectors in Hong Kong and Macau, energy and environmental experts, and representatives from CEM to share insights and exchange views on topics such as photovoltaic-storage system technology in Macau, the application of artificial intelligence and cutting-edge international technologies, as well as the challenges and opportunities facing the local industry.
Guests in attendance included representatives from relevant departments, such as Lam Wai Hou, representative of the Secretary for Transport and Public Works and Director of the Public Works Bureau; Iam Lei Leng, Director of the Housing Bureau; and Ng Wing Fai, Head of the Mechanical and Electrical Facilities Department of the Land and Urban Construction Bureau (DSSCU); as well as Chan Chak Mo, Vice-President of the General Chamber of Commerce of Macau; Mok Chi Wai, President of the MABCD; Bernie Leong, Chairman of the CEM Executive Committee; and Vong Kok Seng, President of the CEM Customer Liaison Committee.
In his opening remarks, Mok Chi Wai, President of the MABCD, stated that the global energy landscape is undergoing profound changes. Addressing climate change and promoting a green, low-carbon transition have become a shared consensus for all of humanity. For China, it is also an essential choice to achieve high-quality development and fulfill the "dual carbon" goals. MABCD is focusing on the development trends of environmental protection within the construction industry and advocating for the joint creation of low-carbon, zero-waste, eco-friendly green city. By joining hands with CEM, the association aims to establish a cross-disciplinary exchange platform to share experiences, build consensus, further clarify development directions, and consolidate our collective efforts to propel the green energy industry toward a new phase of higher-quality and more sustainable development.
In his opening remarks, Bernie Leong, Chairman of the CEM Executive Committee, noted that CEM has been steadily advancing carbon reduction efforts across multiple sectors for many years. In terms of green building practices, CEM leads by example, actively promoting the application of community distributed solar photovoltaics. CEM has also made every effort to secure green building certifications for multiple new substation projects, including Barra Substation, Macau Power Plant Substation and Tai On Substation in New Urban Zone A. Notably, the Tai On Substation in Zone A is equipped with solar photovoltaic panels featuring a sun tracking system, which is expected to generate 150,000 kWh of electricity annually. The project fully demonstrates the boundless potential of green smart buildings. CEM will continue to leverage its professional expertise in the energy sector and collaborate with all sectors of society to contribute to the development of a livable smart city.
The seminar featured four keynote presentations, sharing professional insights and practical experience to provide attendees with valuable knowledge and case studies. Topics included: “Exploring Practical Application Technologies for Photovoltaic-Storage Systems in Macau” presented by Dr. Kevin Lei, Senior Manager of the Network Strategy and Policy Unit of the CEM Transmission and Distribution Department; “How to Leverage AI to Achieve Zero-Carbon Buildings - A Holistic Approach to Shaping a Zero-Carbon Future” presented by Ir. Felix Chan, Associate of Climate Change and Sustainability at Arup; “Exploring Pathways to Net-Zero Carbon in Large-Scale Mixed-Use Buildings Using Cutting-Edge International Technologies” presented by Ir. Dr. Jason Tse, Associate Director at Buro Happold; and “Opportunities and Challenges for Macau’s Construction Industry in the Low-Carbon Era” presented by Ir. Chu Kar Kit, local energy and environmental expert and independent consultant.
