CEM Promotes Diversified Economic Development in Macau Through Energy Integration

On 5 March, Companhia de Electricidade de Macau - CEM, S.A. (CEM), together with China Southern Power Grid International Co., Ltd. (CSGI) and Shenzhen Power Supply Bureau Co., Ltd. (SPSB), held a joint meeting of the Guangdong-Macau Power Trading Coordination and Management Committee in Shenzhen. The meeting focused on energy transition and exploring innovative cooperation for development.

At the meeting, Bernie Leong, Chairman of CEM Executive Committee, stated that CEM’s power supply reliability has maintained a world-leading level of 99.9999% for six consecutive years, and customer satisfaction has continuously improved for ten years. CEM has also made solid progress in many areas, including smart grid construction, digital transformation, enhancing customer services, and developing EV charging network.

In response to the Macau SAR Government’s new development positioning of “Macau + Hengqin,” CEM will further deepen its cooperation with China Southern Power Grid (CSG), jointly promoting the interconnection of electricity services between Macau and Hengqin, solidifying the integration of livelihoods across the two regions. The 4th Guangdong-Macau interconnection is under accelerated planning and construction, and a large substation has been reserved for connection in the New Urban Zone A to ensure the long-term power supply security and stability of Macau in the future.

In 2026, CEM will work with regulatory authorities to finalize the interconnection development plan with CSG, the framework agreement for electricity trading, and a new electricity trading contract. Accelerating the planning and construction of the 4th Guangdong-Macau interconnection is a top priority. With Macau’s visitor arrivals exceeding 40 million in 2025 and the ongoing economic recovery, the 4th interconnection will further enhance the capacity and reliability of the Guangdong-Macau interconnection, ensuring stable power supply under extreme conditions and providing a solid energy foundation for the moderately diversified economic development of Macau.

On another front, CEM’s self-service kiosks were launched in the Guangdong-Macau In-Depth Cooperation Zone in 2025 through the Zone’s Government Service Center and CSG’s Macau Customer Service Center, offering convenience to Macau residents living and working there. These kiosks can handle CEM bill printing, bill payment, and invoice printing, etc., effectively solving the problem of inconvenient cross-border payment for Macau residents in the Hengqin. Simultaneously, CSG’s “Shun Yi Chong” service has been integrated into the CEM APP, with the addition of IEC standard, providing a convenient and smooth cross-border EV charging experience for Macau’s EVs traveling north. These collaborative efforts vividly illustrate the “soft connectivity” between Macau and Hengqin.

As one of the founding members, CEM is also actively participating in the establishment of Green Energy International Organization, promoting Macau to move toward a zero-carbon future as soon as possible. Guided by the “dual carbon” goals, the Macau SAR Government plans to achieve carbon peaking by 2030 and will continuously increase the proportion of clean energy in purchased electricity. CEM is actively responding to this goal and will meet its electricity security and carbon emission reduction needs through power supply from the CSG, rooftop photovoltaic projects, etc. CEM will also seek zero-carbon energy cooperation opportunities in Hong Kong, Macau and surrounding areas to help Macau achieve the “dual carbon” goals. 

During their time in Shenzhen, the CEM delegation also visited and investigated the SPSB’s Dispatch Center, Production and Emergency Command Center (Virtual Power Plant Management Center), Lotus Supercharging Station, and Chunhui Substation. Participants included Chen Shengran, Chairman of SPSB; Zhou Jun, Chief Accountant of SPSB; Zhang Heng, General Manager of CSGI; Fan Yaliang Deputy General Manager of CSGI; Evan Liu, Director of CEM Power and Networks Dispatch Department; Simon Young, Director of CEM Transmission and Distribution Department (Power Network Management), and Chris Chao, Director of CEM Customer Services Department.
