CEM shareholders contribute another MOP30 million to help residents of old buildings eliminate electrical safety hazards

Macau, 17 December 2025

In line with the Macau SAR Government’s policy to enhance power supply safety and stability, Companhia de Electricidade de Macau - CEM, S.A. (CEM) has been closely monitoring the electrical safety in Macau’s buildings. At the end of 2020, it launched the “Safety Upgrade Subsidy Program for Communal Electrical Installations in Low-rise Aging Buildings” which received an overwhelming response from the public. The program not only effectively eliminated immediate safety hazards in relevant buildings but also raised public awareness of electrical safety. Considering that electrical installations in old buildings, especially in low-lying residential areas, are prone to flooding, CEM, after consultation with the government, will further assist residents in building a safety barrier, CEM shareholders will once again contribute MOP30 million in 2026 to subsidize the safety upgrade of communal electrical installations in old buildings.

This program will prioritize funding for residential buildings in low-lying areas affected by flooding, focusing mainly on improving high-risk installations such as the main switchboards. Applications are also open to buildings in other areas that are over 30 years old. To alleviate citizens’ financial burden, CEM will continue to offer a high subsidy ratio under this program, with eligible old buildings receiving up to 80% of the costs covered. The relevant owners will only need to bear a small, fixed cost, as low as MOP1,000 per household.

Bernie Leong, Chairman of CEM Executive Committee, visited low-lying areas in the Inner Harbor district recently to inspect buildings where electrical installations were flooded due to the earlier impact of Typhoon Ragasa. He stated that, as communal electrical installations in some of Macau’s old buildings continue to age, incidents such as tripping and power outages occasionally occur. The buildings inspected today all have varying degrees of safety hazards. Therefore, CEM will soon send letters inviting buildings with urgent maintenance and upgrade needs to join the subsidy program, urging property owners who receive the invitation to respond actively.

In fact, communal electrical installations in buildings are jointly owned by property owners, but some owners have long neglected maintenance, resulting in safety risks for the buildings. Therefore, CEM has always attached great importance to electrical safety in buildings and actively promoted related knowledge to the public. In 2025, CEM co-organized nearly 30 seminars with the Fire Services Bureau, attracting more than 2,200 residents and industry professionals to attend. Additionally, weekly reminders on CEM’s Facebook page remind citizens to stay vigilant about electrical safety.
