Greater Bay Area Power Companies Launch Cross-Border GEC “Dual Agency” Model, CEM Partners with the Six Integrated Resort and Leisure Enterprises to Promote Green Energy Cooperation

(CSGI) jointly held the “Guangdong-Macau Green Electricity Certificate (GEC) Cross-Border Development Roundtable” at the Mandarin Oriental in Macau today. The conference featured in-depth exchanges on topics including “green energy,” “Guangdong-Macau cooperation,” and “GECs and green electricity,” and both parties officially signed the “Memorandum of Understanding on GEC Exchange and Cooperation” (MOU), marking a new stage in green energy cooperation between Guangdong and Macau.

Innovative “Dual Agency” Model Strives for 100% GEC Coverage in Macau

According to the newly signed MOU, both parties will innovatively adopt a “dual agency” model, with CEM and CSGI jointly serving as agents to coordinate the procurement of Chinese Mainland’s GECs for Macau customers. This innovative mechanism will create an efficient and convenient cross-border GEC trading platform that enables Macau electricity customers to conveniently access China’s GEC and green electricity market, striving to achieve full GEC coverage in Macau.

Both parties will also jointly establish a special working group to build a more comprehensive cross-border GEC procurement mechanism, continuously improve electricity trading service quality, and provide strong support for Macau’s energy structure transformation and carbon reduction goals.

Partnering with the Six Integrated Resort and Leisure Enterprises to Promote Green Energy Application

At the conference, CEM also signed the “Memorandum of Understanding on Sustainable Development Cooperation between CEM and Integrated Tourism and Leisure Enterprises” with the six integrated resort and leisure enterprises to jointly promote the application and popularization of green energy in Macau. As an important component of Macau’s electricity consumption, the participation of integrated resort and leisure enterprises is of great significance in promoting Macau’s green transformation. In 2023, City of Dreams Macau's photovoltaic power generation project was successfully connected to the grid, becoming Macau’s first megawatt-scale solar photovoltaic power generation project, accelerating Macau’s photovoltaic power generation development. At present, more and more enterprises and institutions are exploring photovoltaic power generation projects, demonstrating the industry’s active commitment to green development.

The signing of these cooperation memoranda will further unite forces from all sectors of society to jointly participate in the use and promotion of green energy, injecting strong momentum into Macau’s achievement of “dual carbon” goals.

Deepening Guangdong-Macau Energy Cooperation to Achieve the “Dual Carbon” Goals

This in-depth cooperation is built upon a solid foundation of collaboration between both parties. As early as 12 December 2023, CEM and CSGI successfully signed a 5.2 million kilowatt-hour GEC transaction agreement, completing the first cross-border GEC transaction between Guangdong and Macau. Since Macau’s return to China, the scale of Guangdong-Macau power grid interconnection has continuously expanded, and power supply levels have steadily improved, making tremendous contributions to Macau’s social stability and economic prosperity.

Bernie Leong, Chairman of CEM Executive Committee, stated that CEM’s “Low Carbon Development Roadmap Report” divides the period from 2022 to 2050 into three phases: achieving carbon peak by 2030, moving towards carbon neutrality from 2031-2040, and achieving carbon neutrality from 2041-2050. CEM has an unshrinkable responsibility in promoting energy transformation and carbon reduction. The signing of today’s memorandum is another important milestone in the history of Guangdong-Macau energy cooperation, opening a new chapter in green energy cooperation between Guangdong and Macau. This is a gift from the electricity professionals of Guangdong and Macau to commemorate the 26th anniversary of Macau’s return to the motherland.

Mr. Zhang Heng, General Manager of CSGI, stated that CSG actively implements the strategic layout of “meeting the needs of Hong Kong and Macau with CSG’s capabilities,” working hand in hand with CEM to deepen green energy cooperation. Together, they are expanding from traditional power supply to pioneering cross-border GEC trading between Guangdong and Macau, effectively ensuring Macau’s electricity demand and supporting Macau’s low-carbon development.

As the concessionaire for Macau’s public electricity service, CEM has been committed to providing world-leading reliable power supply services to Macau. Currently, CEM’s power supply reliability has maintained above 99.9999% for five consecutive years, ranking at the world’s top level. In terms of green development, CEM vigorously promotes clean energy transformation, actively optimizes energy structure, promotes community development of distributed photovoltaics, and continuously improves electric vehicle charging infrastructure. Currently, the charging network covers 97% of public car parks in Macau.
