CEM leads the Customer Liaison Committee to visit Xinjiang to inspect new energy projects

15 October 2025, Macau

Today, CEM organized a visit to Xinjiang for CEM Customer Liaison Committee (CLC) members to see various facilities and projects including power control center, photovoltaic fields, and wind farms, as well as participate in exchanges. The 28-member delegation is led by Vong Kok Seng, CLC President and Vice-President of Board of Directors of Macau Chamber of Commerce, with Wong Kin Chong, CLC Vice President and President of the Industry and Commerce Association of Macau Northern District and Cheung Kin Chung, CLC Vice President and President of Macau Hoteliers and Innkeepers Association serving as deputy leaders. U U Sang, President of Administrative Committee of Science and Technology Development Fund of MSAR; Benjamin Yue, Principal Advisor to CEM Executive Committee; Jane Leong, Director of CEM Transmission and Distribution Department (Business Development); Chris Chao, Director of CEM Customer Services Department; Evan Liu, Director of Power and Networks Dispatch Department; Cecilia Nip, Director of CEM Regulatory Affairs and Corporate Communications Office are the consultants of the delegation. Delegation members include key personnel from associations in Macau, as well as CEM representatives.

The delegation departed from Macau to Xinjiang via Shenzhen Airport this morning to start a five-day inspection. During the visit, the delegation will visit the China New Construction Power Group Co., Ltd. in Shihezi, as well as its power control center, Tianfu exhibition hall and 134th Regiment Photovoltaic Base. The delegation will also visit the Dabancheng CGN wind farm.

China New Construction Power Group Co., Ltd. was established on 28 August 2023, with joint investment from the Xinjiang Production and Construction Corps State-owned Assets Supervision and Administration Commission, Xinjiang Tianfu Group Co., Ltd. (Tianfu Group) of the Eighth Division, and State-owned Capital Investment and Operation Group Co., Ltd. of the Seventh Division. Tianfu Group is the only operating company in Xinjiang that integrates power generation, supply, and dispatching. It integrates multiple energy sources, including hydropower, thermal power, and photovoltaic power, to achieve "five-network synergy" across the power grid, heat grid, gas grid, water grid, and logistics grid. This has built a modern, integrated energy system, serving as a cornerstone for supporting high-quality regional development.

The power control center of the China New Construction Power Group Co., Ltd. has established an integrated intelligent application scenario for “monitoring, management, and control” of new energy power plants. It integrates the industrial internet and big data technologies to enable round-the-clock monitoring and intelligent analysis of photovoltaic and energy storage equipment. The platform's core functions include real-time monitoring of each plant's power generation, equipment status, and other operational data, as well as remote control of equipment operations and rapid handling of abnormalities.

The 134th Regiment Photovoltaic Base is located in the Xinjiang Production and Construction Corps 134th Regiment. Leveraging the region's unique sunlight resources, it has become an innovative demonstration project that integrates clean energy development with ecological agriculture. This is the Corps' first "smart photovoltaic" project and an important component of the China New Construction Power Group's 1 million kW photovoltaic base project. During the construction process, the base incorporated multiple innovative technologies, balancing power generation efficiency with comprehensive land use. The lowest height of the photovoltaic modules was raised to 1.5 meters, with the spacing between modules increased to 11.5 meters. This design not only ensures power generation functionality but also reserves ample space for agricultural planting beneath the panels, achieving efficient resource allocation for "dual-purpose" land use. Currently, over 500 acres of land have been generously provided to growers for the cultivation of traditional Chinese medicinal herbs, with the produced herbs being sold nationwide.

The Dabancheng China General Nuclear Power Group (CGN) Wind Farm project has a cumulative investment of over 650 million yuan. The Dabancheng Phase I wind farm has an installed capacity of 49,500 kilowatts, with 33 wind turbines, each with a capacity of 1,500 kilowatts. Construction began in April 2013 and the project was completed and put into operation in October of the same year. Construction of the Dabancheng Phase II project began in August 2022, and it was fully connected to the grid on 6 May 2023. With an installed capacity of 50,000 kilowatts and eight 6,250-kilowatt wind turbines, it will provide a steady supply of green electricity for Xinjiang's energy development.

Through this visit, CLC members will gain in-depth insights into the latest achievements and advanced technologies in the development of new energy in mainland China, particularly in the areas of photovoltaic power generation, wind power, and smart energy management. This will help Macau learn from relevant experiences and promote the optimization of its local energy structure as well as green and low-carbon development.

There are 16 representatives from local associations participating in this visit. Other members in the delegation include: Jenefin Fong, Vice President of Property Management Business Association of Macau; Ng Kin Wai, Standing Director of Macau Association of Building Contractors and Developers; Holly Ng, Deputy Secretary-General of the General Union of Neighbor Association of Macao; Lei Ka In, Vice Director of Association of Property Agents and Realty Developers of Macau; Yuan Han Jun, Vice Director of Macau Institution of People's Alliance; Leong Meng Ian, Vice Director of Macau Federation of Trade Unions; Ada Chan, Supervisory Board Vice Chairman of the Women’s General Association of Macau; Fong Kin Fu, Vice Director of the United Association of Food and Beverage Merchants of Macau; Ieong Weng Seng, Director of Association of Macau Small and Medium Enterprises of Catering; Yeong Keng Hoi, President of the Industry and Commerce Federation of Islands of Macau; Cheang Io Tung, President of the Macau Electromechanics Professionals Association; Tiffany Chung, Vice Director of Macau General Association of Real Estate; Andy Tam, Standing Director of Macau Construction Association; and CEM CLC representatives, including Joyce Lao, Lawrence Sun, Emily Cheong, Gorilla Sou and Adrian Zhang.
