CEM Introduces Substation Intelligent Inspection System, Supporting Macau’s Smart City Development
Macau, 8 September 2025
Companhia de Electricidade de Macau - CEM, S.A. (CEM) and China Southern Power Grid International Co., Ltd. (CSGI) held a meeting of the Guangdong-Macau Power Trading Coordination and Management Committee today at the CEM Building. During the meeting, the two parties reviewed the progress of their collaboration in the first half of the year and exchanged insights on the latest developments in the Macau and China Southern Power Grid (CSG) electricity markets. CEM and CSGI’s subsidiary, China Southern Power Grid International Trade (Guangzhou) Co., Ltd. (CSGIT), officially signed a Letter of Intent for Procurement of an Intelligent Inspection System during the meeting. CEM plans to introduce a substation intelligent inspection system within this year, which will replace traditional manual inspections with robotic inspection dogs, monitoring platforms and power systems, adopting remote intelligent inspections and centralized monitoring. This collaboration marks CEM’s significant progress in the field of intelligent power operation and maintenance, further promoting its digital transformation in alignment with national strategic initiatives, accelerating the construction of new electricity system and fostering smart integration. These efforts aim to provide Macau with a more stable, reliable, and efficient power supply system.
Bernie Leong, Chairman of CEM Executive Committee, expressed gratitude to the industry partners at CSGI for their long-term support and concern for Macau’s power industry. This Guangdong-Macau partnership not only highlights the close collaboration between the two parties, but also underscores CEM’s critical role and mission in driving the local power transition. Bernie Leong stated that Guangdong and Macau are not only moving forward steadily in the field of electricity trading, but also maintaining close communication and exchanges in various aspects, including power network operation, new technology exchange, green electricity and Green Electricity Certificate (GEC), emergency management and customer service. In the future, CEM hopes to leverage the Guangdong-Macau In-Depth Cooperation Zone in Hengqin to deepen cooperation with CSGI, jointly promoting Macau’s sustainable development and contributing to the nation’s “dual carbon” goals.
Chen Shengran, Chairman of CSGI, stated that CSG’s intelligent inspection system will inject new scientific and technological innovation into the digitalization and intelligence of Macau’s power supply equipment, fully demonstrating the advantages of scientific and technological cooperation and exchange between Guangdong and Macau, while safeguarding Macau’s stable power supply. The expectation is for both parties to deepen cooperation in GEC trading, new energy projects, and technological innovation projects based on the sustainable development of Guangdong-Macau electricity trading, expanding both breadth and depth to achieve a win-win situation.
From traditional manual inspections to intelligent transformation, CEM uses innovative technologies to enhance substation maintenance efficiency. As a pioneer in intelligent inspection, the robotic inspection dog is equipped with infrared thermal imaging, partial discharge sensors, and high-definition cameras, allowing it to accurately detect equipment abnormalities and issue real-time alerts through the system. The intelligent inspection system operates 24/7, completing comprehensive substation scans within hours. Its advanced sensors and AI algorithms can identify hidden risks with precision, significantly improving efficiency. The introduction of this system not only lays the foundation for intelligent power maintenance in Macau, but also injects new momentum into energy development in the Greater Bay Area, propelling the regional power sector to new heights.
The Letter of Intent was signed by Simon Young, Director of CEM Transmission and Distribution Department (Power Network Management) and Xu Jinglun, Chairman of CSGIT, with Bernie Leong, Chairman of CEM Executive Committee, Zhang Jian, Executive Director of CEM Executive Committee and Chen Shengran, Chairman of CSGI, serving as witnesses.
Other attendees from CSGI included Zelong Zheng, General Manager of the Finance Department, Yang Peng, Deputy General Manager of the Hong Kong and Macau Affairs Department, and Huang Hui, Assistant General Manager of the Hong Kong and Macau Affairs Department. Attendees from CEM included Evan Liu, Director of Power and Networks Dispatch Department, Chris Chao, Director of Customer Services Department, Cecilia Nip, Director of Regulatory Affairs and Corporate Communications Office, Miguel Leng, Senior Manager of Energy Business Management Unit of Power and Networks Dispatch Department, and Martin Sun, Engineer of Energy Business Management Unit of Power and Networks Dispatch Department, among others.
