The 5th Joint Meeting of the Power Emergency Response Mechanism for Guangdong-Hong Kong-Macau Greater Bay Area Is Held in Macau to Safeguard the Power Supply for the National Games

To comprehensively enhance the ability to respond to extreme weather and ensure power stability during the 15th National Games, 12th National Games for Persons with Disabilities and 9th National Special Olympic Games (hereinafter referred to as National Games) and other major national events, the 5th Joint Meeting of the Power Emergency Response Mechanism for the Guangdong-Hong Kong-Macau Greater Bay Area (GBA) was held today at the Artyzen Grand Lapa Macau. This mechanism was established under the “Framework Agreement on the Emergency Response of Four Power Companies in Three Areas within the Greater Bay Area”, jointly signed in 2023 by China Southern Power Grid (CSG), CLP Power Hong Kong Limited (CLP), China General Nuclear Power Group (CGN) and Companhia de Electricidade de Macau - CEM, S.A. (CEM). By building a cross-regional power emergency collaboration network and regularly conducting joint drills, the mechanism aims to reinforce disaster preparedness for typhoon seasons and emergencies, ensuring a stable electricity supply for residents in Macau and the GBA.
The National Games will take place in November and December this year across the three regions of Guangdong, Hong Kong, and Macau. In light of this significant national event, participating companies reported on the progress in power reliability preparations, pledging to a reliable power supply during the games. Macau will host multiple competitions at the seven venues of the National Games’ Macau Competition Zone, for which CEM has developed dedicated power supply plans, established a special action team, and implemented measures such as strengthening grid equipment inspections, optimizing dispatch strategies, and conducting emergency drills to ensure uninterrupted power supply for both competition venues and the community.
The meeting gathered 27 delegates from the four energy companies, including Ding Shi, Director of CSG Safety Department and General Manager of Safety Supervision Department, Zhu Yongxing, Manager of the Emergency Coordination Office of the Safety Supervision Department; Cai Rocky Xiaodong, Director of CLP Health, Safety, Environment & Quality (HSEQ) Department, Chan Terence Chi Pun, Associate Director of Power Systems Business Group HSEQ Business Delivery; Jiang Xinghua, Director of CGN Safety Department, Liu Jianyi, Deputy General Manager of Safety, Quality and Environmental Protection Department; Evan Liu, Director of CEM Power and Networks Dispatch Department, Simon Young, Director of Transmission and Distribution Department (Power Network Management), among others.
Chan Kuok Tong, Head of the Emergency Civil Protection Operations Coordination Division of Unitary Police Service (SPU), was invited to share insights on the civil defense efforts following Typhoon Hato and to systematically analyze the development and optimization process of the civil defense system. CEM also introduced a series of improvements to flood prevention after Typhoon Hato, including a self-developed power outage crisis information application, elevation of facilities, and installation of flood barriers in customer substations.
During the meeting, the four energy companies reported on their emergency plans for the 2025 typhoon season and conducted in-depth discussions on the system coordination and optimization solutions. A simulation drill of a super typhoon named “Dragonfly” (level 17) was specially arranged to simulate a typhoon directly striking the core area of the Pearl River Delta, causing significant damage to power infrastructure across multiple regions. All parties prompted immediate activation of the emergency response mechanism for rapid and coordinated actions.
Following the meeting, the delegation visited the Macau East Asian Games Dome and Galaxy Entertainment Complex to conduct on-site inspections of the power reliability arrangements for the National Games venues. They inspected critical electrical facilities at the sites, with the focus on uninterruptible power supplies, generators, and other emergency backup equipment, ensuring the highest standards for power reliability for this major national event.
