For a better prosecution of CEM goal and values, a Safety, Health,
Environment and Quality Office –SHEQ Office–, was created.
It will be responsible for the management of all correlated issues
and for the implementation of an Integrated Management System that
will enable CEM to be certified by international recognized standards
by 2005.
The SHEQ Office is intended to provide effective and solution-orientated
support to all departments within the company and be the key architect
in helping CEM to meet the following corporate objectives:
- Publish a Safety, Health, Environment and Quality – SHEQ
Annual Report;
- Develop an Integrated Management System on these areas;
- Attain international certification ISO 14001, ISO 9001:2000
and OHSAS 18001.
The SHEQ Office and the continual improvement system in implementation
will help CEM to minimize the environmental impacts of its operations,
increase safety, improve quality and earn public trust by communicating
openly and building strong and closer relationships with all stakeholders.

As it has been proposed by the 5th. European Committee, an Integrated
Prevention Pollution Control (IPPC) is being developed. CEM is implementing
and /or building:
- Waste management plan;
- Chemical products management plan;
- Energy efficiency studies;
- Combined-cycle Turbines in the new power station as BAST;
- Incineration of used oils in a Fluidized Bed System new technology
Incinerator.
Collaboration with the Macau Meteorological and Geophysical
Bureau to closely monitor the impact of CEM emissions on local air quality.
CEM has been continuously implementing measures according to the
Best Available Sustainable Technology to reduce the impact of its
activities on the environment. The most recent refer to the construction
of an Incineration Plant – which started to operate in November
2001 – and two Combined-Cycle Gas Turbines (CCGT), the first
of which is under commissioning.
Because natural gas is currently not available in Macau, for the
time being the CCGT will burn Low Sulphur Diesel Oil, which however
will immediately improve the impact of emissions on the environment.
For the existing Diesel Generating Units, a technical evaluation
of nitrogen oxide NOx reduction BAST is on going.

New projects will demonstrate CEM commitment to improve Macau SAR
environment:
- Water treatment station for effluents of both Coloane Power
Stations.
- Slow-speed Diesel Engines NOx reduction system.
- Study on natural gas as an alternative to fuel oil.
With the implementation of these measures, significant improvements
will be achieved in the coming years. The expectations are that
by year 2004, nitrogen oxides (NOx) emissions may be reduced in
30%. Moreover, when natural gas becomes available in Macau SAR,
not just the NOx, but all other environmental parameters will have
additional strong reductions.
In future CEM will keep opening new perspectives that can contribute
to reach higher environment standards in Macau.
CEM policy is not only conformity with legal requirements but also
satisfaction of all its stakeholders.
CEM pledges its commitment to be a credible and proactive partner
and concentrating efforts towards a sustainable development by achieving
the highest environmental standards.
